With the transition to the information society, our world has entered a very rapid and significant change in social, cultural, political, and economic fields. This process of change and transformation affects all social structures and institutions. One of the institutions affected by the wave of change is public libraries. Public libraries are social organizations that provide cultural, educational, and information services to people from all walks of life without discrimination. Social organizations are institutions that are both affected by the changes taking place in the society they are in and that influence these changes. Public libraries, too, have both been affected by and have influenced the process of change and transformation in the information society. With the transition to the information society, fundamental changes have occurred in the core services of public libraries, namely user services, technical services, and administrative services. In the same process, public libraries have had to redefine and restructure their fundamental elements—collection, users, staff, buildings, and budgets—with a new perspective, in line with the innovations brought by the information society and information technologies.
This study comparatively examines public libraries in Turkey and Bulgaria, two countries undergoing the transition to the information society, from the perspective of the information society. The main objective of the study is to determine the current situation of public libraries in Turkey and Bulgaria—from the perspective of the information society—to identify the views of library managers and librarians in both countries on this subject, and to present guiding recommendations for public libraries in Turkey and Bulgaria in light of the data obtained. In this context, the study will comparatively examine the changes and transformations experienced in the fundamental elements and services of public libraries in both countries during the transition to the information society. The study also aims to determine the effects of phenomena and concepts such as lifelong learning, information literacy, information and communication technologies, automation programs, digitalization, etc., which have come to the agenda of libraries in general and public libraries in particular with the phenomenon of the information society, on the business processes of public libraries in the two countries. Another important objective of the study is to determine the views of managers and librarians working in public libraries in Turkey and Bulgaria on the phenomenon of the information society and its effects on public libraries.
